Sidebar help in 4.2

I would like the sidebar to scroll until there is nothing else to view within the sidebar, then hold its place. 

 

Right now there is just a ton of empty space as the users scroll to the bottom of topics. 

 

Is this possible?

It would greatly increase the viewability of advertisements increasing revenue.
