Fixed header menu and pagination

I want the header to display when the user scrolls up so they don't have to scroll all the way to the top, if they want to access the menu.

I'm having issues with pagination. When I move to the next page with the pagination at the bottom, my header appears and covers the pagination at the top.

How can I tell the page to load the next page with more margin at the top to allow the header to be displayed there? Is that a setting somewhere in CSS?
