Removing "Welcome to Pages"

I am sure this is simple and I'm overlooking the obvious here, but my brain is fried and I can't for the life of me figure out how to remove the text,

To get started, make sure you are logged in and click the arrow on the left hand side  to expand the block manager. You can move, add and edit blocks without the need for complex coding!"

I went into Manage Blocks, but that didn't work as it is part of the articles list.  

Any help would be appreciated.  Thank you.

Its a WYSIWYG block. Click the tab out to edit blocks and delete the database block and you will see the delete option for that block. Delete it and just add back the dB block.
