Condense first two blocks in the "Add Calendar Event" page

I don't mean to insult the team's design skills, but this has always looked rather odd (or stupid for lack of a better word) to me.

May I suggest this? I think it's more appealing and better organized.

With an all-day event it would streamline it.  

But how often does one do an all-day 1 day event.  Usually those extend over a mutli-day (weekend) or longer time period.
