Guests Accessing Support Page

[Vroom]

How do will give guests permission to access the support page? 

I am talking about these pages:

/content/support/

/content/support/create

When I go to them as guest I get this error message:

"The page you are trying to access is not available to guests, but may be available if you sign in."

I can't locate any permission settings in the admin control panel.
