Looking for IPS Programmer

Hello,

we need a skilled programmer, who can add conditional banners to our Invision Power Board 4.x

We need leaderboard, skyscraper, hockey stick integration to our custom IPB 4 Forum.
The Banners should only be shown to guests and registered members <50 postings.
Some banners should only be shown below the first post of a topic on every topic page.
The values should be configurable, it does not to have to be fancy configurable at the backend.
It is OK to be editable directly in AddOn / Plugin code. 
If you are capable to add backend bells and whistles we surely appreciate that.

I think it should be a rather simple and straight forward job programming this AddOn, we will pay decent though.
The AddOn is going to be shared for free on this forums at a later time for other users.
