When you create or edit a forum there's an option to select the parent forum. 

Have a look at this guide: 

 

It's not shown in the video, but you'll see that "Welcome to IPS" is selected as the "Pre-sale Questions" parent, and that both of these forums are children of the "Welcome to IPS" category.
