"Can moderate own blog entries?" Switch

Evening all,

I'm looking to confirm the purpose of this switch on user group permissions.  This option says, "The user will be able to: edit comments and entries, delete comments and entries, and lock entries from further comments."

Am I correct in thinking that would give each user the ability to edit other users' comments on their blog entries?
