Notifications -- turning them off completely?

I might (read: probably) missing something obvious here but....

Is there a simple way to turn off the notifications that appear on screen such as the one in the attached picture?

These appear even when all of the notification settings are set to "off" (or "X"),and with browser notifications turned off (or using IE11, which doesn't have push notifications...).

Some members have complained that no matter what they do they cannot stop these notifications from appearing and I can understand why. So again, is there any way to turn them off? Am I missing something?

You can try this:

Go to your acp>>members>>notifications.

Set the Notifications List off.

Changing this here will affects all your members.
