Error after upgrade. Forum is completely down

I tried to upgrade ipb from my panel but upgrade stuck in mid process. Now everywhere i get this error. I even reuploaded the files but no luck.

 

Fatal error: Class 'IPS\Http\Url\Internal' not found in /var/www/html/system/Http/Url.php on line 246
