Display setting?

So I'm using the featured content widget which is a little bit resource intensive. Is there any way I could add a little option in people's settings so that I can display an alternative feed?

Basically I'd have the featured content there by default, but if they choose the "Show me less intensive resources." option or something, they'd get shown a basic topics feed which would have the same info (w/ the featured content I'm just putting nice images into the slideshow really).

I've just had a few people saying page load times have dramatically increased and would like to give them the option to load 'less intensive resources' so to speak.

I can probably figure out how to deliver a separate block using the IPS if -> then statements. I just need to know how to 1) allow users to set a setting and 2) how to check for that setting in the syntax.
