Limit posts per day, per forum

Howdy!

I'm looking for a hook that allows me to limit the number of posts per day, per forum, per usergroup with the ability to define a message? I've searched but couldn't find anything. I bought a hook much like this for an older version of IPB, but it looks like the author is no longer active.
