completely banning a member

Hi I am trying to ban a member I have blocked his ip address but is still managing to re register any ideas please?
All his ip addresses are very close so need to ban an ip range some how.

Try using "wild cards" to ban multiple similar IPS. Also considering banning his email and other ban options. See this screenshot:
