Group Promotions not working?

I our forums we have it set up so that when users first registered they are placed into the "Members" group, but after 1 day the are automatically promoted to "Full Members". For some reason the Group Promotion setting under Group Settings does not seem to be promoting users. Is there another setting that I've missed or is something else going on?

Okay, thank you. We just had a new member join so I will keep an eye on whether or not it moves them to the proper group after 1 day
