Make a member a moderator of a forum on the fly?

Can this be done "on the fly" so to speak or does one need to create a new moderator group with the appropriate settings?

When adding Moderator you can choose group or a single person so very nice.

Question 2:

Can the moderator list of a specific forum be published/made visible easily so members can see who to contact for that forum?

Add Moderator >> Member or Group

Set permissions accordingly.
