Set default theme?

I'm likely missing the obvious but using the Theme command of 'Set as Members Theme', sets the theme for the entire site membership but as it does not seem to include setting it for guests it does not set theme as the site default.

I've been through, I think, every option I can see in the ACP and I can't see one for changing the global default theme setting.

So how do I change the default global theme?
