Making topics visible only to the creater and owner of the forum

hello I've been struggling to make one of my sub-forums.

What im trying to achieve is to Have a moderator of that Sub forum and only that moderator can view topics that go in there and can reply to them and the people who post the topic can only read the topic they made and reply to it and not view other peoples topics within that forum.

And so other forum moderators or super moderators can't see it

Could you help me please.
