Global sidebar - when can we expect it?

I'd like to see global sidebars per app. Meaning, that each individual app (forum, blog, ip.content, downloads, calendar, etc.) has their own admin customizable global sidebar that we can add content to that relates to that app. However, I'd like to see an on/off switch since not everyone will use them and some will just turn some off per app.
