Hide Attachments form by default

Another one communitywide suggestion. People rarely upload files. Really. In most cases they just wand to tell something. But they always must scroll down through attachments section for the post button. This is very simple thing that can ease communication using IP.* software: just put attachments block under textarea in single hided "Attachments and options" block and bring post button much closer to the textarea.
