how to install language files?

The language is still english, after I have uploaded the "language.xml.gz" file through the "manage languages".
I select the new language, go to "edit language info" and set it to "default language". I see the green pipe, my new language is seted to default.
Exit, login again, but still everything is english.
Do I something wrong?
