Modification Description:
D21-Auto-Topic Upon New Registration Will Auto-Create Topics In A Forum When A New Member Registers.

Features:

1. Turn on/off auto-creation of topics.
2. Define who the creator of the topic is. (Default ID: 1)
3. Select which forum to create the topic in.
4. Customize the topic title.
5. Customize the topic post.
