On the right not the left - PLEASE

I notice IPB for some reason has tendency of putting things on the left, for example the ipb smilies in 2.3

To my point, I was creating a new thread and I noticed that the attachments is on the left "see the image"



now to me this seems out of place, do we have to option to center this box??? or move it to the right??
