URL referrals & redirect topics

1. Add an option to each forum, if enabled the board will check the referring domains whenever someone enters that forum. If it's not from the list of accepted domains, the user is bumped out to the board index. (For example, to stop people from bookmarking directly into x forum).

2. Add redirect topics, which just act as links like the redirect forums.

Redirect topics kinda exists already, but they only redirect to other topics.

I was just about to post a new topic suggesting the same thing (topic redirects) until I found this one.

I agree entirely with #2 in the first post. I've always found topic redirection useful but had to install modifications to make it work.
