Please help me fix my IPB. Having an error message.

Note, my IPB is on a temporary server, by the name of Skullfrost. My version of IPB is 1.3.x

I am having a hard time, because when people try to access my site, demetri.skullfrost.com/forums, the following error comes up:

Any help on this would be fabulous. My site host is not being exactly helpful right now, and it seems I have to rely on you good people to help me instead.

I have no idea what the error message means, or how to fix it. I do, however, have access to my AdminCP, and my site is working find as well.
