Purchase confirmation

Hi i recently purchased over the weekend and paid for an ip board : basic forum for $30 and my purchases said that it was waiting for manual approvement. So i now find that it is not saying this anymore and is giving me the option to 'pay' again. Does this mean i wasn't approved?

P.S. If so could this be because my father purchased this using his paypal account for me and put the forum under my name. We have the same last name.

Paypal account says the transaction is complete.

So why havent i been given access to the purchase?
