attachments

Spent a little while looking for this but couldn't find it but the option to allow users to delete attachments in my controls, is there a option to stop them from doing this cus i think this is a pretty big issue and i had to hard edit my files to stop it in the past so just wondering if theres not a setting for this then to add it :D.
