IP addresses are extremely hard to spoof, so even if someone managed to get your cookie hash, they could not spoof it, making it more secure. The idea was that these should not change unless your internet service provider changes world location. Unfortunately, most ISPs seems to change these first 2 octets.

No ISP changes the first two octets. Very few ISPs can actually afford more than one Class B.
