[Beta 11.1] Copy theme -2 bugs

After copy my default theme I got 2 bugs.

1. The new theme works correctly, but in my default theme, the theme css is not loading.

Removing cache does not solve the issue.

In a new theme, the theme css loads correctly.

2. The templates created in my default theme are missing in a new theme.
