I don't know if this is a bug or not or if has anything to do with the cacheing of the blocks

You need to test that on a default theme first of all. Im not able to replicate that one unfortunately

This is a regular theme only changes is a few CSS classes

Given the only thing that would affect that is CSS, it would be worth testing
