[Beta 0.1][Gallery] Adding reviews to images is broken

While viewing an image in the Gallery application I clicked the Write a review button. Here's what happened:

1. The page scrolled to the top
2. The URL had a hashtag (#) added to it
3. The content in the review tab disappeared without showing the form to write a review:

   What did you think, XXXX? Leave a review and let other users know.
   
   Write a review

4. This is the only new message log in the browser console, no errors or warnings:

   IPS History: Firing historychange and historychange:commentFeed event(s) with type pop
