[B5] Theme Editor - Restricted admin still has access

Hi,

I have some admins with restricted access, so that they can access AdminCP but they cannot use all features that a "normal" admin can.

But it seems that even with some features restricted on Admin CP (such as themes) those admins can still access the Theme Editor through the User menu on the website, making it possible for them to make changes to the theme, when they shouldn't have that access.
