I used recovery mod to access the admincp for now.

What is the collation set to for your database? Can you go to the core_message_topics table in the database, click the Structure button and see what it says under the collation for the mt_title column?

Incorrect string value: '\xED\xA0\xBD\xED\xB8\x82' for column 'mt_title' at row 14192

That error usually happens when the MySQL is configured with the utf8 character set which only supports 3 bytes per character. The solution is to use the utf8mb4 character set for the whole database tables and all of their columns. This encoding allows storage of characters that occupy 4 bytes in UTF-8. You may also have to set the server property character_set_server to utf8mb4 in the MySQL configuration file. You can read more about this at the mysql site:

Looking at your screenshot it's already using the utf8mb4 character set. Can you do a check to confirm that your whole database and their columns character set are all utf8mb4 to make really sure?

If that will apear the case, there is something else that you can try. Changing the field type of the aforementioned filed to longtext and see if it will make any difference?

The DB is already UTF8MB4 from the IPS v4

You mention that this is a test site here. Is this a copy of your live data? I ask as the issue does look to be UTF8 data here

The live site still on 4.7.20.

The test site I upgrade it from 4.7.20 to v5, thing was going fine till last patch "about paypal" or something did this issue.

Seeing as this is a test site, I would try to restore back and try to upgrade again. Before doing so, make sure all tables are in utf8mb4
