Is there way to export a list of all members who have been flagged as spammers?  Unless I am missing something the member list export filters seem to be missing the key option.

You can go to ACP -> Members -> Members -> Download Member List -> look for Spammer option -> choose Spammer:

Always recommend being on the latest 🙂 . Not only is it good to mitigate security issues and bugs but sometimes we read minds and put in the feature you're looking for 😄 .
