OK I just want to remove it, anyway to restart the upgrade without going through the upgrade of membermap?

You would revert to the backup taken prior to the upgrade. Once done, remove the membermap application from your admin CP and do the upgrade again

You will want to disable those third party hooks listed at the bottom there.

I disabled the whole app for both same issueCould contain: Page, Text, File

You would disable the third party party application or plugin in ACP -> System -> Applications or ACP -> System -> Plugins.

APPS off no go.
Its crazy the issue only happens when I go to upload a profile picture

Could you please update these details by visiting your client area, selecting the relevant purchase, then clicking "Review/Update Access Information" under the "Stored Access Information" section.
