What would you say is the best way to promote a specific topic across the board?

 

Make an announcement containing a link to the topic.
Send an alert containing a link to the topic.

You could use an announcement or alert ti make the people aware of it.

Sounds like an announcement + alert is the way. How do I do this?

 

Go to the Moderator control panel - tabs are there for both items.

Where can I find exactly what "featured content" really does. Not very clear to me at this point.

I could not find an official answer in the docs, but any content that you feature can be promoted across your community using blocks.  For example on your home page or in a sidebar or in a page.
 

There is the “Our Picks” block that is a pre created widget that highlights this content or you could create custom feeds of topics that are marked featured. 

In a nutshell, it helps you curate manually selected items in your community across different areas that could be a “best of” or something similar.
