This help guide explains how you can change the default language from English:

In short: Navigate to Customization -> Languages in the AdminCP, and click the Edit icon next to the language you want to set. In the popup window that appear, check the Default Language option, and save the form.

Edit: You'll have to install the Romanian language pack first. Please read this guide for help with installation.

Note, if you wish to translate yourself, you can do so using the methods described in these guides

  1. Delete English (USA) Package
  2. Rename Romana back to English (USA)
  3. Install Romanian language from Marketplace, follow this guide

Note the above is if you are using the marketplace translation

Adding to the above, there is also a setting on AdminCP -> Customization -> Localization -> Languages -> Automatically detect users' language which you can toggle on/off. It could be handy to toggle it off if you want your site to load only on Romana for everyone; your users would then need to manually change the language on the bottom of the site if they wished to use English (USA), but this is could be handy for SEO purposes.

And you can go a step further and add the og:locale = ro and og:locale:alternate = en_US meta tags for each of your main pages under AdminCP -> System -> Site Promotion -> Search Engine Optimization -> Meta Tags
