Is there a built-in feature (or plugin) providing a clickable announcement at the top of every page? Like this one:

This is built in behavior.

As @Meddysong linked to, scroll down to the section on Announcements in the Mod CP guide. The floating bar option you see here now for the Labor Day holiday closure announcement is the "floating bar on top of page" option under the option that selects where the announcement should appear.

    Ah, sorry, that was inadvertently brusque of me. I'd linked to the exact point of the article which was relevant but the embed stripped the # part of the address, leaving you with lots of reading to do before reaching the part relevant to you.
