Linking users PayPal accounts with user accounts

I would like to request that when a user makes a purchase for anything on a forum that the users account becomes linked with the PayPal account used. Aswell as invoices sent to the PayPal address if it is different than the registration email.

Reasons this should be added include

• It would help when dealing with PayPal’s chargeback system when someone falsely claims “Item not received”.
• We would be able to ban PayPal addresses that get linked to accounts that way offenders that try to scam us for our products cannot evade our bans by making a new account.
• Linking multiple accounts to one person would be simpler and save time instead of having to go through PayPal’s system.
