Change member group after uploading a file to Downloads

Is it possible to change a member into a new group after they upload a file? So they change from a member / customer user to a contributor. I’d like to customise the menus and settings to better suits the needs of a general site user / customer and a contributor / seller so this would be very useful if they were automatically moved into the correct member group

For example the Contributor group would have Account Credit and Submit A New File on their main nav bar and a customer would have My Purchases and New Releases etc so both groups can easily find the things they are looking for
