How do I apply changes from dev site to real?

I created a development site by cloning a real site to test upgrades and new theme designs.

However, I don't know how to apply changes made on development sites to actual sites.

Many changes(including block layout) seem to be stored in the DB... Is migration possible?

Or are they have any support tools?
