Changes in "Maximum storage space per item of content"?

Hello
After the upgrade to 4.3.1 the "Maximum storage space per item of content"  is no longer per content but per post. Is it supposed to be that way?
For example: If I set the limit to be 500 kb per item in previous version I could still put two pictures (items) in one post as long it was below 500kb each.. 



After upgrading to 4.3.1 I will get an error when overriding the overall limit even if the pictures are far below 500 kb each but the sum is beyond 500 kb:
