Forum member 'get email for all posts' configure

I have several members that have this option turned on in their profile and I even turned on for myself as well as my test member and yet no emails are being generated when a new forum topic is posted, can someone point me in the right direction on how I test this or what step I may be missing please?

I Have setup the email settings (in settings - using smtp)  and the Test email was sent just fine to me - so something is working, lol - but obviously I am missing a step somewhere.

And I have followed every forum as well and to no avail (although the other members haven't Im sure, so I will need to make a tuturoial to explain that to them)
