Help on the things of the new update thanks

Hello,

Support team I made the update to the version: 4.1.19 correctly. And the database for the emoji all correct without problems.

But I have some simple questions?

As I can see or where is the new panel or configuration for the new:

* A new moderator setting to restrict users from ignoring moderators.

The second would be how I can change the language of the mails that are sent mostly from the last function:
* An email is now sent when an account is locked for too many bad login attempts.
