Can't get API key

I want to test IPS REST API, but I find myself in strange loop. I go to System > REST API and:

1. I can only download .htaccess file. I put it in the right place.
2. API fails and gives me NO_API_KEY error in logs.
3. Sure, I don't have API key, because all I can do is downloading .htaccess, which won't work without API key. I'm not able to "Create new" key like is described here.

So, how and where can I generate my API key?
