Adding New Group

When I view the board index as a regular user I see

If I copy the regular user group to new group I get

Ok so i may have fiddled initially with the theme,css of the revised theme to move the search bar and the user nav bar about but I created 5 groups that work this way months ago - Only today I have tried to create a new group and the later is what I get

Any offers?
