Receipt + Who Downloaded This - Options?

Is there a way to generate an email when someone downloads a paid or free file?  I need to deploy a notice for each download as well as be able to see who downloaded each file.  

The downloads need to be specific to a few groups.  They will always be free for these groups but the notice that commerce generates when there is a purchase would be perfect.  

Also on another note, I have a paid download with a price but it is still showing as FREE and has a download button instead of Buy Now.  I've checked all the group settings but can't find my error.
