Disable Requirement for Billing Information?

Hi There,

 

When choosing a product to purchase at registration, it seems to be mandatory to collect clients billing information. Is there a way (or code) to remove this? I don't need my clients personal information as I sell digital goods. I've had plenty of complaints about this.
