IPS 4 Edit own threads

I am interested in setting up a subforum where thread starters of a certain group (subscribers) can have moderation permissions for threads they have started  - I have seen from a search that this can be done - Can it be done in IPS 4?, if so how - I would consider paying if cost is reasonable
