Lang Installation

Hi,

I'm using a host that is blocking me to upload the xml Lang via forum.

Forbidden

You don't have permission to access /forum/admin/ on this server.

I already tried to set permission  CHMOD 777 but nothing happened and I tried to contact the host, but they said to upload via FTP.
There's some way to install a Language uploading the xml file via FTP?
