Can't assign move/lock thread perms

Hi guys,

I made an admin group for our admins and wanted to enable them to lock and move threads in certain forums / sub-forums. Right now it seems they do not have access to lock threads or move them.

I am using the latest ips 4 and I can't seem to find out how to do this, any idea?
